  • Welcome to the Department of Student Services and Special Education. Our goal is to support students to become successful independent learners regardless of the challenges they face. A usable definition for the role of special education comes from Dr. Thomas Hehir in his book, "New Directions in Special Education:".... to minimize the impact of disability and maximize the opportunities for children with disabilities to participate in general education in their natural community ... with special education serving as a vehicle to access and addressing specific needs that arise out of children with disabilities." (p.49).

  • DESE to conduct routine Tiered Focused Monitoring Review of Monomoy Regional School District

    November 2, 2022 — During the week of December 12, 2022, the Department of Elementary and Secondary Education’s Office of Public School Monitoring (PSM) will conduct a Tiered Focused Monitoring Review of Monomoy Regional School District. The Office of Public School Monitoring visits each district and charter school every three years to monitor compliance with federal and state special education and civil rights regulations. Areas of review related to special education include student assessments, determination of eligibility, the Individualized Education Program (IEP) Team process, and IEP development and implementation. Areas of review related to civil rights include bullying, student discipline, physical restraint, and equal access to school programs for all students. 

    In addition to the onsite visit, parent outreach is an important part of the review process. The review chairperson from the Office of Public School Monitoring will send all parents of students with disabilities an online survey that focuses on key areas of their child’s special education program. Survey results will contribute to the development of a report. During the onsite review, the Office of Public School Monitoring will interview the chairperson(s) of the district’s Special Education Parent Advisory Council (SEPAC). Other onsite activities may include interviews of district staff and administrators, reviews of student records, and onsite observations.  

    Parents and other individuals may call Henry Ndakalu, Public School Monitoring Chairperson, at (781) 338-3706 to request a telephone interview. If an individual requires an accommodation, such as translation, to participate in an interview, the Department will make the necessary arrangements.

    Within approximately 60 business days after the onsite visit, the review chairperson will provide the district with a report with information about areas in which the district meets or exceeds regulatory requirements and areas in which the district requires assistance to correct or improve practices.   • Child Find

    Introduction

    This Fact Sheet provides a brief overview of the Individuals with Disabilities Education Act (IDEA) Part B  and state law Child Find requirements applicable to Local Educational Agencies (LEAs) in Massachusetts and provides resources to support LEAs in ensuring children with disabilities are appropriately identified, located, and evaluated. In Massachusetts, LEAs must conduct child find activities for all children with disabilities ages 3 through 21 residing in or attending private school in the geographic boundaries of the LEA.

    Overview of Federal Child Find Requirements Under IDEA Part B

    All children with disabilities ages 3 through 21 residing in the State, including children with disabilities who are in foster care, homeless, homeschooled, or attending private schools, regardless of the severity of their disability, and who are in need of special education and related services, must be identified, located, and evaluated. Child find must include children who are suspected of being a child with a disability and in need of special education, even if they are advancing from grade to grade.     IDEA Part B also requires each LEA to “locate, identify, and evaluate all children with disabilities who are enrolled by their parents in private, including religious, elementary schools and secondary schools located in the school district served by the LEA.” In accordance with IDEA regulations, the child find activities for such children must be similar to the child find activities undertaken for the LEA’s public school children.     Overview of Child Find Requirements Under State Law

    In addition to federal law, Massachusetts state law requires “the school committee of every city, town or school district” to “identify the school age children residing therein who have a disability,” as well as “diagnose and evaluate the needs of such children, propose a special education program to meet those needs, provide or arrange for the provision of such special education program.” State law also requires that school districts “maintain a record of such identification, diagnosis, proposal and program actually provided.”

    Considerations for Conducting Child Find Activities

    As described by OSERS in its Child Find guidance, in light of the educational disruptions caused by COVID-19, LEAS should reexamine the efficacy of their existing child find practices and initiate new activities as appropriate. For example, the LEAs that post their Child Find notices on their websites and in settings frequented by families in their community, such as doctor’s offices, autism centers, hospitals, private schools, and day cares, may also consider posting their Child Find notices on their social media pages or expanding the number of settings in which they post them.     If you believe that your child at any age should be evaluated to determine eligibility for special education services, you will need to request an evaluation at your neighborhood school. Include your child’s name, address, and date of birth, telephone number and a brief description of your concerns to the principal of your local school.     District Curriculum Accommodation Plan (DCAP) The District Curriculum Accommodation Plan documents the ways in which Monomoy educators work to meet the needs of all students. The goal is for all students to meet the academic and behavioral expectations that we have for them, with the realization that students will often need some accommodation in order to succeed.
    Accommodations may include varied instructional strategies, modified curriculum materials, targeted assessment, support services, and professional consultation. Additionally, ongoing professional development for educators and a strong induction program for new hires foster continuous improvement in the district’s capacity to help learners with diverse needs.
